Texas Conservative Lobbyist Update for the 83rd Session: HB 104

House Bill 104 is proposing to amend the state’s current Transportation Code to remove the requirement that the Department of Public Safety enforce the driver responsibility program. It also aims to prevent the DPS from imposing penalties on persons who fail to pay license surcharges. Overall, it places restrictions on several surcharges.The bill is currently being considered in committee, and would be enacted on September 1st of 2013.
