House Bill No. 1180 aims to refine state placement decisions and protocol for Child Protective Services, specifically in regards to foster care. The Department must consult the child’s caseworker, except in an emergency where contact is unable to be made in a timely manner, and use “clinical protocols” to match a child to the best suited home available to them. These new rules apply only to foster care decisions made on or after September 1st of 2013. This amends the current state Family Code. The bill was passed on the 8th of May, 2013, and was just sent to the Department of Health and Human Services.
